I had encounter this issue in previous version of OS X. After my download finish, the download bar below the download folder located at the launchpad won't dismiss itself as shown in my attached image. I need to reset my launchpad to clear it.

If I understand your question, you'd like to know why the status bar for your Downloads folder doesn't disappear when the download is complete, is that correct? This is happening in OS X El Capitan and previously in OS X Yosemite.

I think multiple resizes may be triggered simultaneously when the downloads bar pops into the page and the new tab opens. There is already a very large (1500ms) debouncer in place but maybe something about opening a new tab / the download bar resizing instead of click-drag resizing makes the debouncer not apply in this case) and causes this huge slowdown when closing the PDF and going back to the app tab.
The path I'm trying is: i want to detect a resize that is from the downloads bar as opposed to for other reasons (maybe the y delta being exactly the same as downloads bar height?? is there a way to do that?) and just return false, we dont care much if that 50-100px is not adjusted for and when they close it, it will resize normally anyway.
I am on a premium plan and am downloading some songs straight away to listen offline, but I cannot seem to find the songs download bar like a sort of iTunes download bar is what I am looking for, but cannot seem to find it, I am using the spotify app from the Windows Store. My Downloads folder in my dock has been showing a download/progress bar at 50% since yesterday. There aren't any half-complete files in my Download folder, Google Chrome isn't awaiting any action to accept or discard an upcoming download nor am I copying anything into that folder.
None of the other solutions would solve this for me. The odd part about my issue (that others may or may not have experienced) is that the bar had appeared under the downloads folder yet if I opened different apps the bar would remain in place instead of staying centered under the downloads folder.
It just happened again. I was downloading a MacRuby nightly and my Downloads folder was bouncing more than usually. Looking into the folder I see one of my previous downloads, SENotifier, back in there. It's only 361 KB and the progress bar is at the very beginning.
The problem is that I have to click on download button of the internet explorer bar to start the download, but uipath allways detect the downnload bar even if it is not present, so sometimes uipath clicks on download button even when it already do not exists and when it appears i have not clicked, so the download never starts and I stuck waiting for a file that never will appear.

@RajeshSwarnkarThe Download prompt bar is null when IE is Initial Started. Once the First Download was initiated, then the Download prompt bar exists always. To check If it is Displayed or Not the Parent element of the download bar triggers this with the Attribute relativevisibility.
